The position of Chief Executive is the Head of the Alderney Civil Service and is accountable for the provision of operational oversight to the Transferred Services provided in Alderney by the States of Guernsey and delivered by Guernsey Civil and Public Servants. While these latter services are ultimately accountable to the States of Guernsey, in certain areas they are co-located and as such, function under the managerial authority of the jobholder who is, therefore, the most senior public servant in the States of Alderney.The job exists in order to:
- Act as the senior advisor to the Government of Alderney;
- Provide the executive lead in relation to Alderney’s relations with the States of Guernsey, the UK Government (principally, the Department of Constitutional Affairs); French national and local government (Cherbourg) and various non-governmental organisations;
- Provide written submissions for the Billet d’Etat;
- Attend People’s Meetings, as required by legislation, to advise the convenor;
- Provide direction and leadership to the development and realisation of States’ policies through annual Policy Planning, objective setting and budgeting processes etc;
- Provide direction and leadership to the Alderney Civil and Public Services and to those Guernsey Civil Servants accountable for the delivery of the Transferred Services, through the line management of the:
- Treasurer and Head of Finance and Administration
- States Engineer
- Harbour Master and Fisheries Department;
- Treasurer and Head of Finance and Administration
- Provide the ultimate point of executive contact for the President, Chairmen of States Committees and Members, and members of the public seeking advice on matters of public administration (excluding matters relating specifically to the Transferred Services, such as: Income Tax, Social Security, Health and Education);
- Ensure that in all respects the Alderney Civil and Public Services operate effectively, economically and efficiently and to the highest standards of probity;
- Close liaison with the Law Officers of the Crown.
