Item ll The Harbour Dues, Fees and Charges (Alderney) (Amendment) Law, 2008
The following letter has been received from Mr Willmott, Chairman Policy and Finance Committee:-"Section 5(a) of the Harbour Dues, Fees and Charges (Alderney) Law, 1984 provides that dues and fees may not be increased to an amount greater than four hundred per centum of the rate of such dues or fees at the date of the Law coming into force. The effect of this, almost a quarter of a century later, is that no further increases can be introduced unless the Law is amended. The 1984 Law was itself passed to overcome a similar problem in the provisions of its predecessor, the Harbour Dues (Alderney) Law, 1971. The Harbour Dues, Fees and Charges (Alderney) (Amendment) Law, 2008 will, if approved, repeal the four hundred per centum provision in section 5(a). I attach a copy. I would be grateful if you would place this before the States with an appropriate proposition.

Item lll The Alderney Road Traffic and Public Highways (Amendment) Regulations, 2008
The following letter has been received from Mr Walden, Chairman of General Services Committee:-"I attach a copy of the above, which were made on 28th July. The new Schedule 1 includes a parking restriction (a one hour limit between 0800 and 1800 hours on any weekday) in Braye Street on its western side between Jean Stores and Channel Jumpers.The States is asked to resolve that "The Alderney Road Traffic and Public Highways (Amendment) Regulations, 2008" not be annulled.
Section 35(2) of the Alderney Road Traffic and Public Highways Ordinance, 1966 provides that regulations made under the Ordinance be laid before the States as soon as may be after the making thereof and, if at that meeting or the next subsequent meeting, the States resolve that the regulations be annulled, the regulations shall cease to have effect. I will recommend that the States resolves not to annul them.
I would be obliged if the Alderney Road Traffic and Public Highways (Amendment) Regulations, 2008 are placed before the States at its next Meeting together with an appropriate proposition.

The following letter has been received from Sir Norman Browse, President of the States of Alderney:-"Please find enclosed a letter from the Bailiff, dated 2nd September 2008 seeking approval of the above law.The States is asked to approve of "The Banking Supervision (Bailiwick of Guernsey) (Amendment) (No.2) Law, 2008".
I would therefore be obliged if you would debate this matter at your meeting on 17th September 2008 and give your approval as set out in the letter.

The following letter has been received from Sir Norman Browse, President of the States of Alderney:-"Please find enclosed a letter from the Bailiff, dated 2nd September 2008 seeking approval of the above law.The States is asked to approve of "The Guernsey Bar (Bailiwick of Guernsey) (Amendment) Law, 2008".
I would therefore be obliged if you would debate this matter at your meeting on 17th September 2008 and give your approval as set out in the letter.
