Item l The Speed Trials (Alderney) Ordinance, 2008
The following letter has been received from Mr Walden, Chairman of General Services Committee:- "I am pleased to be able to report that Guernsey Kart and Motor Club applied to the Committee for permission to organise a two-day Sprint and Hill Climb event on the 19th and 20th September this year at the Hammond Memorial/Lighthouse course and on Tourgis Hill. The Committee has granted the permission required and the necessary Ordinance has been prepared.
The Ordinance will allow competing vehicles to exceed the speed limit etc., and to permit the closure along the course (a) on the road extending from Whitegates (Hammond Memorial) to Mannez Lighthouse and (b) Tourgis Hill along the extent of the Hill Climb course, from the road junction of the Petit Val with Route de Picaterre to the junction of Tourgis Hill Road with the Grand Val.
As in past years, the Guernsey Kart and Motor Club have undertaken to put in place all necessary safety precautions and to liaise with the Police, Ambulance and Fire Service for these events.
I would be obliged if The Speed Trials (Alderney) Ordinance, 2008 is placed before the States at its May meeting together with an appropriate proposition.

Item ll The Alderney eGambling (Amendment) Regulations, 2008
The following letter has been received from Mr Willmott, Chairman Policy and Finance Committee:- "I attach a copy of the above, made by the Alderney Gambling Control Commission in exercise of the powers conferred on it by sections 20 and 25 of the Alderney e-Gambling Ordinance, 2006 ("the Ordinance").
The Regulations were made on 3rd April and came into operation on the 1st May. However, by virtue of the provisions of section 25(i)(c) of the Ordinance they must be laid before the States at its May Meeting. It will then be open to the States to annul them at this or its next Meeting (although I am not aware of any reason why it should do so and will recommend that the States resolves not to annul them).
You will see that the Regulations substitute a revised and expanded general condition in relation to advertising on full and restricted use eGambling licences. Regulation 1 substitutes the condition imposed on eGambling licences relating to advertising that an eGambling licensee conducts or arranges for another to conduct on its behalf. Elements that were previously contained in the Commission"s Internal Control Submission Guidelines, aimed at avoiding inappropriate advertising, particularly in relation to attracting the young and the vulnerable to gamble, are added to the original terms of the condition. The new condition also requires licensees to use advertising that complies with requirements imposed in the place where the advertising is targeted. Regulations 2, 3 and 4 contain the interpretation, citation and commencement provisions.
I would be obliged if the Alderney eGambling (Amendment) Regulations, 2008 are placed before the States at its next Meeting together with an appropriate proposition.

Item lll By-Election
"Due to the resignation of States Member Mr Richard Cox there will be a need to hold a by-election and the following arrangements are proposed: - That Nominations will be received during
the seven days ending at 4:00pm on 17th June 2008
That Polling day be 28th June 2008
That the Polling Room be the Members" Room, Island Hall.
The successful candidate will hold office until the remainder of Mr Cox"s term of office, which ends on 31st December 2010.
