The States resolved to approve of "The Harbour Dues, Fees and Charges (Alderney) (Amendment) Law, 2008".Proposed by Mr Willmott and Seconded by Mr Walden.

Item III The Alderney Road Traffic and Public Highways (Amendment) Regulations, 2008
The States resolved that "The Alderney Road Traffic and Public Highways (Amendment) Regulations, 2008" not be annulled.Proposed by Miss Benfield and seconded by Mr Walden.
(Approved by a majority, all in favour except Mrs Maurice who voted against.)
Item IV The Banking Supervision (Bailiwick of Guernsey) (Amendment) (No.2) Law, 2008
The States resolved to approve of "The Banking Supervision (Bailiwick of Guernsey) (Amendment) (No.2) Law, 2008".Proposed by Mr Willmott and seconded by Mr Williams.

The States resolved to approve of "The Guernsey Bar (Bailiwick of Guernsey) (Amendment) Law, 2008".Proposed by Mr Willmott and seconded by Mr Williams.

Item VI Questions and Reports
Mr Dean gave the following update on sewage infrastructure:"Following on from the new Vallee sewer, it is essential that the whole Island sewerage infrastructure now becomes part of a systematic evaluation, assessment and modernisation programme of work.
This is another area of work that has been sadly neglected for many years and the resultant poor state of repair is creating maintenance problems, which with their associated and escalating costs are no longer acceptable. We still have far too many properties without access to main sewers and particularly in the West end of the Island we need to produce an outline scheme for future implementation.
Funding will dictate the programme, and with the demands on capital far exceeding that available there will be no overnight solutions.
The Phase One water project, which involves trenching work from Battery Quarry to Robin Rock, and on to Bonne Terre, provides us with a one-off opportunity to solve some problems and make a start, albeit small, on infrastructure extension.
The Banquage pumping station now has a single pump line to discharge at Fort Doyle and with the drastically increased input from new build projects in recent years is under capacity for the duty. It is proposed that we include a second pump line in the Phase One trench, which will double the capacity to discharge, and in turn reduce the load on the pumps and reduce maintenance costs. We are confident that this work will cure the current pressure related problems in the locality.
As a mirror image to this, it is proposed to install a pump line from the area of Robin Rock back to the Fort Doyle discharge whilst we have the trench availability. Obviously this line will not be put to use any time soon, but this is a very cost effective installation at this time. These two sewage pump lines have been prioritised and at a cost in the order of £40,000 have been approved by Committee and have gone forward for final approval with the Phase One water project.
Planning and costing work is in progress for a number of small but significant improvement works in 2009, but at this time it is too early in the process to give more definitive information."
Mr Willmott advised that a report would be presented to the next meeting of the States regarding the proposed formation of an Alderney Housing Association.
Mr Willmott clarified the in principle proposal to implement differential rates for non resident second home owners, advising that this matter would be debated in the States following the normal process.
The President stated that it was a pleasure to be holding the States Meetings once again in the Court House and thanked all those who had contributed to its splendid refurbishment.
The President advised that the States had written to the Alderney Week Team thanking them and all the many volunteers for a very successful 60th Anniversary Alderney Week which had been thoroughly enjoyed by all; including the 30th Signal Regiment who paraded to celebrate their 20th Anniversary of the granting of the Freedom of the Island.
