Item I Oath of Office
Mr Llewellyn took the oath of office before the President.Item II Budgets for 2009 and Expected Outturn 2008
The States resolved, after consideration of the Budget Reports, to accept the Revenue Budgets for 2009, to accept the Capital Budgets for 2009 and to accept the Water Board Budget for 2009.(Proposed by Mr Williams and seconded by Mr Dean.)
(Approved unanimously.)
Item III The Alderney eGambling (Amendment) (No.2) Regulations, 2008
The States resolved that “The Alderney eGambling (Amendment) (No.2) Regulations, 2008” not be annulled.(Proposed by Mr Williams and seconded by Mr Tugby.)
(Approved unanimously.)
Item IV Presidential Election, 2008
The States resolved to approve of the following dates for the Presidential Election, 2008:-That nominations will be received during the
seven days ending at 4.00 pm on Tuesday 11th November 2008
That Polling Day to be Saturday 22nd November 2008
That the polling room be the Member's Room
(Proposed by Mr Williams and seconded by Miss Benfield.)

Item V Ordinary Elections
The States resolved to approve of following dates for the Ordinary Elections, 2008:-That nominations will be received during the
seven days ending at 4.00 pm on Tuesday 25th November 2008
That polling day to be Saturday 6th December 2008
That the polling room be the Member's Room, Island Hall.
(Proposed by Mr Williams and seconded by Miss Benfield.)

Item VI Plebiscite - Alderney Representatives in the States of Guernsey Deliberations
The States resolved to approve the procedure for the plebiscite as described and;That the list of those States Members who wish
to be Candidates be published on Monday 8th December 2008
That the polling day be on Saturday 13th December 2008
That the polling room be the Members Room, Island Hall.
(Proposed by the President and seconded by Mr Williams.)

Item VII Questions and Reports
The President reported that he had attended an ecumenical service of remembrance at the site of the SS Lager Sylt concentration camp on 21st September 2008. The service was well attended by local people, relatives of ex prisoners and one survivor of the camp.The President reported that Colonel Walter, Brigadier Russell, SMI Laurence and himself had recently attended The Alderney Dinner, hosted by the 30th Signal Regiment.
The President advised that two press releases had been issued by the States. The first regarding the new electoral roll, calling for all qualified residents to register if they wished to vote in the forthcoming 2008 elections (by 3rd November for the Presidential Election, by 17th November for the Ordinary Election and by 28th November for the Plebiscite.) The second press release announced that there would be a special public meeting concerning tidal energy with a presentation by the Commission followed by a question and answer session with a panel comprising of Commissioners, States Members Richard Willmott and Colin Williams, and the States Chief Executive David Jeremiah. This would be held at 7pm on Tuesday 28th October 2008 in the Island Hall.
It was noted that the November States meeting had been rescheduled to Monday 10th November 2008 and that the People's Meeting would be held on Wednesday 5th November 2008.
