Item l Presentation of Warrant
Colonel C. R. Mason OBE, TD, presented a warrant authorising him to represent His Excellency the Lieutenant-Governor of the Bailiwick of Guernsey at meetings of the States of Alderney.
Item ll Alderney Potable Water Project - Phase Two - Centralised Filtration Facility at the Battery Quarry
The following amendment was proposed by Mr Williams and seconded by Mr Willmott:-
“To delete propositions 1 to 3 and replace them with 4 new propositions as follows:-
1. To approve Phase 2 of the Potable Water project based on Siemens Memcor Option 2 at £366,703.
2. To approve an additional sum of up to £300,000 to provide a complement of spares and shipping cost for item 1, necessary mechanical and electrical equipment, local labour under the direction of Siemens in order to achieve best value installation together with the fitment of level control equipment to the Trigale storage tank.
3. To approve that annual maintenance by Siemens, for at least the first year (£13,378) should be arranged including telemetry to enable power use to be minimised and efficiency maximised.
4. To approve that the installation of a new large storage tank and associated plant to be urgently pursued.
5. Proposition 4 in the Billet becomes proposition 5.
The purpose of the amendment is to seek best value and to thereby minimise the resultant increase in water rate.”

The original proposition was then voted on.
The States resolved, after consideration of the report from the Chairman of the General Services Committee and subject to approval by the Guernsey States of Deliberation to:-
1. Approve Phase 2 of the Potable Water project as detailed in the report.
2. Accept the tender from Siemens – Memcor in the sum of £398,582.22 for Option 3 - Siemens Memcor XP plant (2 x XP60) and ancillaries.
3. Approve the total expenditure of up to £700,000 (including the above tender) to implement Phase Two of the Potable Water Scheme.
4. Delegate the Policy and Finance Committee to approve the method of funding for the project, following the discussions with the Guernsey Treasury and Resources Department.

Item lll The States Water Supply (Rates of Charge) (Alderney) Ordinance 2010
The States resolved to approve “The States Water Supply (Rates of Charge) (Alderney) Ordinance 2010”.
(Proposed by Mr Walden and seconded by Mr Llewellyn.)
(Approved by a majority all in favour except Mr Allen who voted against.)
Item lV The Building and Development Control (Alderney) (Amendment of Law and Fees) Ordinance, 2010.
The following amendment was proposed by Mr Sargent and seconded Ms Bennett:-
“To withdraw this item for further consideration by the Building and Development Control Committee.”
Item withdrawn.

Item V The Charities and Non Profit Organisations (Registration) (Guernsey and Alderney) (Amendment) Law, 2010
The States resolved to approve “The Charities and Non Profit Organisations (Registration) (Guernsey and Alderney) (Amendment) Law, 2010 ”.
(Proposed by Mr Willmott and seconded by Mr Williams.)

The States resolved to approve, on the recommendation of the Policy and Finance Committee and in accordance with section 6 of the Renewable Energy (Alderney) Law, 2007, the appointment for a period of two years of Professor John Sharp as a Member of the Alderney Commission for Renewable Energy.
(Proposed by Mr Willmott and seconded by Mr Kelly.)
