The States resolve to approve that the Building and Development Control Committee issue 5 "C" Permits for the year 2007, and each year thereafter unless the States resolves otherwise. (Proposed by Miss Benfield and seconded by Mr Tugby.)

The States resolved to approve of "The Motor Taxation and Licensing (Guernsey) (Amendment) Law, 2007". (Proposed by Mr Willmott and seconded by Mr Cox.)

Item Vll Questions and Reports
Mr Willmott reported on the failure of Quay FM to obtain a permanent broadcasting licence and the steps that the States is proposing to assist them. Mr Willmott stated that consideration was being given to take this to a higher political level in London, and/or exploring how legal changes, or a more positive use of existing legislation, may enable Quay FM to obtain an appropriate licence to meet the needs of the people of Alderney. Miss Benfield reported on the proposed changes to traffic flow and parking restrictions, including the introduction of a one way system on upper High Street and the introduction of 23 hour disc parking at the Airport. It was anticipated that the new regulations would come in to force at the end of the month, for a trial period of approximately two months.
The President raised concerns regarding the misuse of the People"s Meeting by members of the electorate and emphasised that the sole purpose of the meeting was to inform those present of the business to be transacted, at the next meeting of the States, and to give those present at the meeting any explanation they may require. The President stated that it was essential that everyone conformed to these rules.
The President spoke of his concerns regarding the attitudes and approach to Government of some States Members, reminding them that Alderney did not have political parties, or constituencies and it was the duty of all States Members to ensure that the island and all its population were governed fairly and equally.
The President advised States Members that they should not pursue personal aims and ambitions and that their activities must promote the interests of every person who lives on Alderney.
