Item l The Alderney Land Use Plan, 2006
It had been agreed that prior to voting States Members would be asked to declare any interests in, or objections to specific Zones of The Alderney Land Use Plan 2006, by abstaining or voting against those areas. Mr Willmott, abstained Designated Area-Recreational Zone and Building Area-Zone 10b

Mr Postlethwaite, abstained The Alderney Land Use Plan, 2006
Miss Benfield, abstained Designated Area-Residential Zone

The States then resolved to approve of "The Alderney Land Use Plan, 2006".
(Proposed by Mr Main and seconded by Miss Benfield.)
(Approved by a majority all in favour except Colonel Walter and Mr Postlethwaite who abstained.)
Item ll The Housing (Exemptions) (Alderney) Ordinance, 2006
The States resolved to approve of "The Housing (Exemptions) (Alderney) Ordinance, 2006". (Proposed by Mr Main and seconded by Miss Benfield.)

Item lll The Burma (Restrictive Measures) (Alderney) Ordinance, 2006
The States resolved to approve of "The Burma (Restrictive Measures) (Alderney) Ordinance, 2006". (Proposed by Colonel Walter and seconded by Mr Postlethwaite.)

Item IV The Belarus (Freezing of Funds) (Alderney) Ordinance, 2006
The States resolved to approve of "The Belarus (Freezing of Funds) (Alderney) Ordinance, 2006." (Proposed by Colonel Walter and seconded by Mr Postlethwaite.)

Item V Quay FM: Year Round Broadcasting Licence
The States resolved to approve that "The States of Alderney, in pursuit of its aspiration that there be established on the Island of Alderney a permanent, self funding, independent radio station, supports Quay FM in exploring all options, ways and means of establishing such a radio station. All methods of broadcasting and all frequency bands (FM, AM, HF and Digital) should be considered. Further, the States of Alderney requests that all relevant broadcasting, licensing and regulatory organisations and individuals take note of the above aspiration and use their best endeavours to assist Mr Colin Mason OBE, TD, MPhil. a principal officer of Quay FM, in its realisation."

Item Vl Questions and Reports
The President felt that following the recent changes within the Government of Guernsey, communications with the States had improved considerably. Visits by Ministers and Civil Servants had increased, which gave States Members an opportunity to meet and express their views directly. The President reported that he had attended a joint meeting of The Crown Dependencies, which had been held in Guernsey on 14th July 2006. The meeting had been instructive and informative, particularly as one of the items discussed was looking at methods of Government, and methods of improving Government.
The President reported on the planned EU STaR City Project, mid term Sustainable Future Conference that was being held in Alderney on October 23rd to 28th 2006. During the conference a group of academics and pre PhD researches from the University of Essen would be looking at various aspects of the Island. Following a recent meeting with the event organisers, States Members had been impressed by their keenness and looked forward to supporting their visit in October.
The President reported on today"s visit to Alderney from Le Préfet Maritime, Vice-Admiral Edouard Guillaud who is the Admiral in charge of French waters to the north of France, French activities in the Channel and in the North Sea.
It was noted that Beaumont-Hague would be hosting the 2006 Twining Weekend on Saturday 22nd and Sunday 23rd July.
