Item ll The States Water Supply (Rates of Charge) (Alderney) Ordinance 2006
The States resolved to approve of "The States Water Supply (Rates of Charge) (Alderney) Ordinance, 2006". Proposed by Mr B Pengilley and seconded by Mrs Maurice.
(Approved by a majority, all in favour except Mr Main who voted against.)
Item lll Alderney Potable Water Supply Scheme
The States resolved to approve of the expenditure of up to £110,00 for the first phase of improvements to the Water Board process plant, this amount to be met from Water Board Capital Reserves. Proposed by Mr B Pengilley and seconded by Mrs Maurice.
(Approved by a majority, all in favour except Mr Main who voted against.)

The States resolved to approve of "The Traffic Offences (Fixed Penalties) (Amendment (Alderney) Ordinance, 2006." Proposed by Mr Pengilley and seconded by Mr Main.

The States resolved to approve of "The Preferred Debts, Désastre Proceedings and Miscellaneous Provisions (Guernsey and Alderney) Law, 2006". Proposed by Colonel Walter and seconded by Mr Willmott.

The States resolved to approve of the following arrangements for the Ordinary Elections 2006:- That Nominations will be received during
the seven days ending at 4.00 pm on Tuesday, 14th November 2006
That the Polling day be Saturday, 25th November 2006
That the Polling Room be the Members" Room

Item l The Alderney eGambling Regulations, 2006
This item was deferred to the next meeting of the States to allow a full review of the Alderney eGambling Regulations, 2006. Billet No.1
Item Vll Questions and Reports
It was advised that any persons wishing to vote in the November 2006 elections, who is entitled to be included on the register of electors but whose name has not already been inscribed, should complete and submit an application form to the Chief Executive Officer no later than the 7th November 2006. Colonel Walter reported that the Fort Tourgis project was progressing and there was a very interested party who had been given a six month consultation period, with a further interested party awaiting the outcome of this.
Colonel Walter reported that the Policy and Finance Committee had unanimously approved a donation of £10,000, from Gambling Funds, towards the Guernsey MRI Scanner Appeal, matching voluntary donations from Alderney residents and local businesses.
Mr Willmott reported on the timetable for issuing the Island Plan. It was noted that a draft copy would be available for public consultation on Friday 6th October 2006, a public presentation would be held on Monday 16th October, and the final version of the Island Plan would be published in the November Billet.
Mr Pengilley reported that the Courthouse renovations and the Vallee Sewer projects were progressing and that he would provide a further update on the proposals to proceed with an on island waste disposal solution and the Commercial Quay at the next States Meeting.
Mr Main advised that the Building and Development Control Committee may soon be in a position to advertise a Preliminary Declaration application for Fort Tourgis from an interested party. It was noted that the Building and Development Control Committee had made it clear to the potential developer, that prior to any decision to grant a declaration the developer would be required to put their proposals to a public presentation.
The President reported on a successful 10-day visit earlier in the month by the 30th Signals Regiment, which included training exercises with the Militia and assistance with several community projects. The President stated that sadly they had won the Gamecock Cup, but looked forward to winning it back from them during their next visit.
