Item l The Road Traffic (Motor Cyclists" Protective Helmets) (Alderney) Regulations 2006

The States resolved to approve that "The Road Traffic (Protective Helmets) (Alderney) Ordinance, 2006", shall come into force on 1 August 2006.

The States resolved not to annul "The Road Traffic (Motor Cyclists" Protective Helmets) (Alderney) Regulations 2006".

(Proposed by Mr B Pengilley and seconded by Mrs Maurice.)

(Approved by a majority all in favour except Mr Main who voted against.)

Item ll The Alderney Road Traffic and Public Highways (Amendment) (No. 2) Regulations, 2006

The States resolved not to annul "The Alderney Road Traffic and Public Highways (Amendment) (No. 2) Regulations, 2006".

(Proposed by Mr B Pengilley and seconded by Mrs Maurice.)

(Approved unanimously.)

Item lll The Gambling (Alderney) Law, 1999 (Amendment) Ordinance, 2006 and The Alderney eGambling Ordinance, 2006

The following amendment to "The Alderney eGambling Ordinance, 2006" was proposed by Colonel Walter and seconded by Mr Postlethwaite.

That in Clause 16(1) the word "software" be replaced with the words "gambling equipment".

(Approved unanimously.)

The proposition as amended was then voted on.

The States resolved to approve of "The eGambling Ordinance, 2006".

The States resolved to approve of "The Gambling (Alderney) Law, 1999 (Amendment) Ordinance, 2006".

Item IV Questions and Reports

A question for verbal reply from Mr Cox regarding controlled parking at the Airport was asked of the Chairman of the General Services Committee.

A question for verbal reply from Mr Cox regarding the Island Plan was asked of the Chairman of the Policy and Finance Committee.

Mr Main stated that the draft Land Use Plan Inquiry Report had been received and was in the process of being reviewed by the Building and Development Control Committee. It was confirmed that the report would be submitted to the July States Meeting, and available for purchase with the Billet, and that Mr Main would be convening the People"s Meeting.

Mr Willmott reported on the recent 37th British Islands and Mediterranean Region Annual Conference in Malta, which was attended by States Members Mr Willmott, Mr Walden and Mr Cox. Topics covered Peace and Security in Europe, illegal migration, and the Commonwealth/European connection. Mr Willmott stated that the conference was informative, in both subject mater and as an information exchange and that the Alderney delegates had been keen to find out how other jurisdictions dealt with issues that affected Alderney. It was also an opportunity to promote Alderney both politically and as a centre for tourism.

The President expressed congratulations, on behalf of the States and of the People of Alderney to resident Dr David Chiswell who had been awarded an OBE, for services to the Bioscience Industry in the UK and Overseas. Further congratulations were sent to Mr Owen Le Vallee and Mrs Margaret McDonaugh of Guernsey, who had both been recognised with MBE"s. Mr Le Vallee for services to sport and in particular in the Commonwealth Games and Mrs McDonaugh for services to the theatre and for founding and running the Guernsey Youth Theatre.
