Item l Occupiers" Rates 2007
The States resolved to approve of " The Occupiers" Rate (Level for 2007) Ordinance, 2006". Proposed by Colonel Walter and seconded by Mr Postlethwaite.
(Approved Unanimously.)
Item ll An Island Plan: Phase 1 - Sustaining Alderney"s Future
The States resolved to receive "An Island Plan: Phase 1 - Sustaining Alderney"s Future" and further resolved that it now be used in moving onto the next phase: the formulation, prioritisation and implementation of policy in the areas covered by it. Proposed by Colonel Walter and seconded by Mr Willmott
(Approved Unanimously.)
Item lll Incinerator
The following amendment to the "Incinerator" was proposed by Mr Walden and seconded by Miss Benfield:- "The States is asked to resolve that:
Item III be withdrawn, to refer the matter of waste disposal to the General Services Committee for further consideration and to direct the General Services Committee to report back to the States with proposals for a waste strategy, which may, or may not include those in the current Billet D"Etat."
(Amendment failed. For the amendment: Messrs Willmott and Walden, Mrs Philips and Miss Benfield. Against the amendment: Colonel Walter, Messrs Cox, Postlethwaite, Pengilley, Main and Mrs Maurice.) The following amendment to the "Incinerator" was proposed by Mr Walden and seconded by Miss Benfield:-
"The States is asked to resolve: -
Not to enter into any contract of substantial financial commitment to any supplier of waste disposal equipment until such time as the States have received confirmation from the relevant authorities that operation of Alderney Airport will not be adversely affected by the proposed waste disposal system".
(Amendment failed. For the amendment: Messrs Willmott and Walden, Mrs Philips and Miss Benfield. Against the amendment: Colonel Walter, Messrs Cox, Postlethwaite, Pengilley, Main and Mrs Maurice.)
The proposition was then voted upon.
The States resolved to approve of the following:
1. Enter into a contract with Envikraft AS, with a "long-stop" date as described (in a total value not to exceed £1.4m).
2. Subject to recommendation by Ramboll AS approve the continuation of the Contract into the construction phase.
3. Instruct the General Services Committee to seek tenders and let contracts for the associated Civil and Building works in a sum not to exceed £260,000.
4. Instruct the General Services Committee to enter into negotiations with AEL to provide an electricity supply to the site in a sum not more than £130,000.
5. To confirm that as things presently stand 50% of the funding of the project would be funded from the gambling surplus.
6. To request the Treasury & Resources Department to lay this matter before the States of Guernsey with a request to vote a sum not exceeding £1.85m for the purchase, installation and ancillary works for an incinerator as described above and to approve up to 50% of this sum to be financed by a loan from the States of Guernsey.
7. That the funding arrangements be reviewed in light of the circumstances when expenditure is incurred

Item lV Questions and Reports
A question for verbal reply was asked of the Chairman of the Policy and Finance Committee by Mr Walden regarding the recent STaR City Conference held in Alderney. Mr Postlethwaite gave an update on the Alderney Airport Working Group, stating that they were looking at all aspects of financing and management of Alderney Airport, including a proposal for third party management. A report would be produced within the next few weeks and placed before the Policy and Finance Committee for consideration. If approved the proposal would then be submitted to the Public Services Department in Guernsey.
The President reported that His Excellency The Lieutenant-Governor of the Bailiwick of Guernsey would be attending the December States Meeting.
The President reminded the electorate that the Ordinary Elections were being held on Saturday 25th November 2006, and hoped for a good turnout.
