Item l Audited Accounts, 2007
The States resolved to approve the Annual Accounts for 2007 of the States of Alderney and of the States Water Board. (Proposed by Mr Willmott and seconded by Mr Williams.)
(Approved unanimously.)
Item II The Alderney eGambling (Money Laundering Amendments) Regulations, 2008
The States resolved not to annul "The Alderney eGambling (Money Laundering Amendments) Regulations, 2008". (Proposed by Mr Willmott and seconded by Mr Williams.)
(Approved unanimously.)
Item III The Housing (Exemptions) (Alderney) (No 1) Ordinance, 2008 - Fort Tourgis
The States resolved to approve that the Chief Executive may sign the agreement as negotiated and the Heads of Terms relating to the Airport proposal; and resolved to approve of "The Housing (Exemption) (Alderney) (No.1) Ordinance, 2008". (Proposed by Mr Willmott and seconded by Mr Williams.)
(Approved unanimously.)
Item IV The Marriage (Residence Qualification) (Alderney) Ordinance, 2008
The States resolved to approve of "The Marriage (Residence Qualification) (Alderney) Ordinance, 2008". (Proposed by Mr Willmott and seconded by Mr Tugby.)
(Approved unanimously.)
Item V Public Vehicle (Amendment) Regulations, 2008
The States resolved that "The Public Vehicle (Amendment) Regulations, 2008" not be annulled. (Proposed by Mr Walden and seconded by Miss Benfield.)
(Approved unanimously.)
Item VI The Smoking (Prohibition in Public Places and Workplaces) (Alderney) Law, 2008
The following amendment was proposed by Mr Pengilley and seconded by Mrs Maurice:- "That the resolution is voted upon as two separate items:-
(a) The States is asked to resolve to rescind its resolution of 21st March 2007 approving the Projet de Loi entitled "The Smoking (Prohibition in Public Places and Workplaces) (Alderney) Law, 2007";
(b) and to approve the Projet de Loi entitled "The Smoking (Prohibition in Public Places and Workplaces) (Alderney) Law, 2008" and to request the President to seek the Sanction of Her Most Excellent Majesty in Council for it to have the force of law in the Island of Alderney."
(Amendment failed by no majority. For the amendment: Messrs Pengilley, Tugby, Cox, Dean and Mrs Maurice. Against the amendment Messrs Willmott, Walden, Williams, Miss Benfield and Mrs Bennett.)
The original proposition was then voted on:-

Item VII The Evidence in Civil Proceedings (Guernsey and Alderney) Law, 2008
The States resolved to approve of "The Evidence in Civil Proceedings (Guernsey and Alderney) Law, 2008". (Proposed by the President and seconded by Mr Willmott.)
(Approved unanimously.)
Item Vlll Questions and Reports
Mr Walden advised that the preparation works for the Commercial Quay Project would commence tomorrow. The entire works area would be cordoned off, for security and health and safety reasons, and public access restricted. New road markings and traffic signs would be erected, vehicular traffic in Braye Street would become two-way and parking would be limited. The collection of freight would also be strictly controlled. Mr Walden confirmed that the works would take 18 months and appealed for public co-operation during this time, requesting that any concerns or issues regarding access to the harbour area be directed to the Harbour Office. Mr Walden advised that the pontoon would be in place next week. It was anticipated that the progress of the new Commercial Quay would be made available for viewing, via web cams, on the Government web site. The President gave his congratulations and compliments, on behalf of the States, to those crew members of the RNLI who had received the highly respected award "Thanks of the Institute of Vellum" and Vellum Service Certificates.
Mr Cox announced that with great regret he would be resigning from the States at the end of the month. Mr Cox advised that this was not a political decision; he had accepted a position to carry out research for a Doctorate at Kings College, London with some research being carried out in Australia. Mr Cox thanked those members of the electorate who had voted him on to the States.
The President expressed his thanks to Mr Cox, on behalf of the States, for all the work he had done over the years as a States Member, particularly in Tourism and wished him every success for the future.
