Item l Budgets for 2008 and Expected Outturn 2007
The States resolved to accept the Revenue Budgets for 2008, the Capital Budgets for 2008 and the Water Board Budget for 2008. (Proposed by Mr Willmott and seconded by Mr Williams.)

Item ll The Alderney Road Traffic and Public Highways (Amendment) Regulations, 2007 and The Alderney Road Traffic and Public Highways (Amendment) (No. 2) Regulations, 2007
The States resolved not to annul "The Alderney Road Traffic and Public Highways (Amendment) Regulations, 2007" and "The Alderney Road Traffic and Public Highways (Amendment) (No. 2) Regulations, 2007". (Proposed by Mr Walden and seconded by Miss Benfield.)
(Approved unanimously.)
Item lll By-Election
The States resolved to agree to hold an election to fill the current vacancy and to put in place the necessary arrangements as follows:- That Nominations will be received
during the seven days ending at 4:00pm on Tuesday 20th November 2007
That Polling day be Saturday 1st December 2007
That the Polling Room be the Members" Room, Island Hall.
That the successful candidate will hold office until the remainder of Mr Main"s term of office, which ends on 31 December 2008.
(Proposed by Mr Williams and seconded by Mr Cox.)
(Approved by a majority all in favour except Mr Willmott who abstained and Mr Walden who voted against.)
Item lV Questions and Reports
Mr Willmott reported on the recent visit to Alderney by Lord Faulkner of Worcester who had met with the President, States Members, Alderney Gambling Control Commission and Alderney Renewal Energy. The meeting had proven very worthwhile as subsequently Lord Faulkner had raised an oral question in the House of Lords regarding Alderney"s tidal energy project and the possible landing of electricity in the UK. Mr Walden advised that two schemes for the Commercial Quay had been put forward to Becket Rankin for evaluation and in liaison with Geomarine, the preferred tenderer, the production of a final proposal. This would then be considered by the States and if approved, placed before the Guernsey States of Deliberation in January 2008.
Miss Benfield advised that over the next couple of days a Housing Needs Survey would be hand delivered to and collected from every householder on the island. Miss Benfield stressed the importance of completing and returning these forms as the information provided would be used by the Building and Development Control Committee to assess the current and future housing needs of the island.
The President reported that he had attended the official opening of the Health and Social Services Department"s new CT and MRI Imaging suite at the Princess Elizabeth Hospital on 10th October. The President stated that islanders had contributed generously towards the new scanner which would be a benefit to Alderney.
The President reported that he had attended the Annual Prize Giving at St Anne"s School on 18th October, with good results being achieved by the students. The President advised that Head Teacher Mrs Locker was due to retire at the end of the year and he expressed his thanks, on behalf of the States, for all her hard work during the last four years in bringing the school up to its current standard.
The President reported that Alderney Renewable Energy had been awarded the EAST award for Industry Commitment to Sustainability which was presented to members of the ARE Board at the House of Lords on 21st September.
It was noted that there would be a Public Meeting on Wednesday 7th November, at 7pm in the Island Hall, to discuss possible changes to the Government of Alderney Law, 2004. The meeting would be attended by all States Members, with the President and Mr Willmott as joint Chairmen. All members of the public were invited to attend and an agenda would be freely available from the States General Office, Island Hall.
